The Advisory Committee on Government Procurement has approved six procurement proposals, including a proposal to import one cargo of LNG from the spot market to meet the country’s energy needs. The total cost will be 1 thousand 370 crore 81 lakh 5 thousand 920 taka.
On Wednesday (October 9) in the conference room of the Cabinet Department, Finance Advisor Dr. The proposals were approved in a meeting chaired by Salehuddin Ahmed.
According to sources in the meeting, tentative approval has been given for import of LNG from the spot market (28th of 2024) through the quotation process from among the companies that have signed the Master Sale and Purchase Agreement (MSPA) following the Public Procurement Rules, 2008. With the approval of the Cabinet Committee on Economic Affairs (CCEA) meeting, the MSPA agreement was finalized with 23 companies shortlisted for LNG purchase from the spot market. Three companies submitted bids when Petrobangla invited bids from 23 companies contracted to supply 1 cargo of LNG. All three proposals are technically and financially responsive. In view of the recommendation of the Proposal Evaluation Committee (PEC) at the end of the tender process, the purchase of 33 lakh 60 thousand mmbtu of LNG from the lowest bidder, M/s Gunavar Singapore Private Limited at USD 13.93 per mmbtu, will cost a total of Tk 657 crore 13 lakh 93 thousand 920.
The committee approved a proposal to import 30,000 metric tons of TSP fertilizer from Morocco in the 7th lot under the state level agreement. TSP fertilizers are imported by BADC from Morocco through state-level contracts. Due to the completion of previously executed contract activities, the contract was renewed again on 18th September 2023 keeping the conditions of the existing contract the same. According to the pricing method mentioned in the Fertilizer Import Agreement, the purchase of 30 thousand (+10%) metric tons of TSP fertilizer from Morocco in the 7th lot will cost 1 crore 24 lakh 50 thousand US dollars according to the current international market price. Its amount in Bangladeshi currency is 149 crore 40 lakh taka. The price of TSP fertilizer will be USD 415 per metric ton.
In the meeting, the committee approved the proposal to purchase 10 thousand metric tons of lentils (in 50 kg sacks) in the local open tender system in the fiscal year 2024-2025. Four bids were received when tenders were invited locally for the purchase of 10,000 metric tonnes of lentils to be sold at subsidized prices to 1 crore family card holders of TCB. All four bids are technically and financially responsive. M/s Payal Traders, Chittagong will supply these lentils to the responsive lowest bidder recommended by the TEC at the end of the bidding process. To buy 10 thousand metric tons of lentils at 96.39 taka per kg, the total cost will be 96 crore 39 lakh taka.
The committee approved the import of 30 thousand metric tons (10%+) bulk granular urea fertilizer from Saudi Arabia in 3rd lot. An agreement was signed with the country to import 540 thousand metric tons of urea fertilizer. According to the agreement with Saudi Arabia, the total cost of import of 30 thousand metric tons (10%+) of bulk granular urea fertilizer in the 3rd lot will be 1 crore 6 lakh 85 thousand 100 US dollars at 356.17 US dollars per metric ton. Its amount in Bangladeshi currency is 128 crore 22 lakh 12 thousand taka.
According to sources, the committee approved the proposal to purchase 30,000 metric tons of bagged granular urea fertilizer in the 5th lot from Karnaphuli Fertilizer Company Limited (Kafco), Bangladesh. As per the plan for the financial year 2024-2025, a revised agreement has been signed for the purchase of 5.40 lakh metric tonnes of urea fertilizer from Kafco, Bangladesh. When requested to send price offer for purchase of 30 thousand metric tons of bagged granular urea fertilizer in 5th lot, Kafco, Bangladesh sent price offer. According to the contract with Kafco, the price of fertilizer is determined as 343.375 US dollars per metric ton of 30 thousand metric ton bags of granular urea fertilizer in the 5th lot, the total cost will be 1 crore 3 lakh 1 thousand 250 US dollars. Its amount in Bangladeshi currency is 123 crore 61 lakh 50 thousand taka.
In the meeting, the committee approved a proposal to purchase 45 million food pills from the health department. Techno Drugs Limited and Popular Pharmaceutical Limited will supply these pills. The total cost will be 216 crore 4 lakh 50 thousand taka.
