In that case, within the framework of that methodology, the positive and negative amounts that will arise from the fluctuation of the exchange rate or the difference in realized gas will all be compensated either to “Gazprom” or vice versa,” said Baghramyan.

According to him, this methodology has not yet been officially adopted, but “Gazprom” has agreed that the main approaches should be applied.

“Whether it will be in rubles or dollars, it will be reflected in the annual results. In other words, if the exchange rate will be stable, rather than the fluctuations of the dollar, then this effect, positive or negative, will be taken into account in the next tariffs, “said the President of the PSC.

Regarding the expediency of paying in rubles for Russian gas, Baghramyan stated that as the chairman of the commission, he would prefer that we buy the gas at a more stable exchange rate.

“Because depending on what exchange rate will be included in the annual tariff for gas, you can, of course, develop the price policy, have a formula that is adjusted by the exchange rate at any time, but in terms of the population, since we have not yet taken such a step and we have an annual price, the more stable the gas exchange rate is, that is, at the end of the year, the positive or negative effect in Gazprom will be much less, during the next revision of the tariff, less money will be compensated, not necessarily to “Gazprom” or to the consumer,” he said.

Garegin Baghramyan added that it is necessary to clearly assess which exchange rate is more beneficial for us to buy gas.

“It is necessary to look from the general macroeconomic point of view. I think there should be an interested discussion, involving the Ministry of Economy, the Central Bank, to understand whether the scheme of switching to the ruble is beneficial for us or not.”
