This is an essential mission of the Ministry of the Interior, the resources of which will be significantly increased. The credits allocated to immigration, asylum and integration pass the 2 billion euro mark in the 2023 finance bill, presented this Monday in the Council of Ministers. This figure marks an increase of 6% compared to the 2022 budget, i.e. another 113 million euros in new expenditure.
The government plans to use them to fund 5,900 accommodation places for refugees and asylum seekers in various reception and emergency accommodation centres. These credits must in particular allow the opening of 2,500 places in reception centers for asylum seekers, according to the budgetary documents of Bercy. An additional accommodation capacity which is almost three times greater than that decided last year with 900 places created.
More berths overseas
In detail, a thousand more places will be created for the reception of refugees in temporary accommodation centers (EPH). To this will be added 900 places in the emergency accommodation system (HUDA) in Overseas France, 1,500 places in reception and situation examination centers (CAES) and 2,500 places in reception centers for asylum seekers. asylum awaiting a decision from Ofpra, the body responsible for granting refugee status.
The announcement of this record number of openings comes after a year 2022 marked by the crisis of Ukrainian refugees to European Union countries. More than 100,000 have been welcomed since March by France, which is thus strengthening its means to manage this influx.
Staff redeployment
It is not the first time. Since 2017, the year of Emmanuel Macron’s first five-year term, “nearly 30,000 accommodation places have been created for asylum seekers and refugees”, indicates the government in its draft budget for 2023.
Its policy of managing migratory flows is accompanied by “the pursuit of an ambitious plan to open up places in administrative detention centers (CRA)”, where immigrants in an irregular situation are locked up pending their expulsion. . Ten million euros will be devoted to the “outsourcing of certain tasks” of these centers to free up positions currently occupied by police officers. These agents will be redeployed on sovereign missions of the Ministry of the Interior and Overseas, whose staff will be reinforced with the creation of 3,109 positions, the largest grain in human resources of this draft budget.
