Nearly 1,900 amendments have been tabled for consideration by the Assembly Finance Committee on the revenue portion of the <a href="http://www.time.news/plf-2025-4-key-priorities-set-by-the-government/" title="PLF 2025, 4 key priorities set by the government”>Finance Bill 2025 (PLF), parliamentary sources learned on Monday.
Before the deadline, at midnight on Sunday, exactly 1,854 amendments were presented by deputies, a crude figure that does not take into account “inadmissibilities, nor the possible withdrawal of the amendments by their authors”. Speakers and the government are not bound by submission deadlines.
In detail, the New Popular Front groups presented a total of 797 amendments (of which almost half from the PS) and the “common base” groups 767 (of which almost half from the Republican right).
The executive will have to deal in particular with the red lines of Laurent Wauquiez‘s troops, who expresses his desire to “obstruct” the increase in the electricity tax and the car fine, while at the same time putting forward a series of proposals to reduce inheritance taxation .
Share buybacks, high earnings
Concerns that partly overlap with those of the National Gathering, in particular on energy. The far-right party also wants to tax share buybacks more, while its leader Marine Le Pen proposes to “profoundly” reform “port duties” in overseas departments, in keeping with the cost of living crisis in Martinique.
Further to the left, the MoDem group could find common ground with the NFP on its amendments aimed at “perpetuating” the surtax on high incomes and increasing the “flat tax” on capital income.
The four PFN groups have, for their part, already unveiled their flagship measures to increase state revenues: return of a “strengthened” wealth tax, tightening of the “exit tax” against fiscal exile, but also taxation of ” golden inheritance” and “super dividends”, among others, for a total of almost 50 billion euros.
Moderation is encouraged
We still have to wait for the government’s amendments, the examination of which is reserved for next week’s public session. The Ministers of Economy and Budget, Antoine Armand and Laurent Saint-Martin, have already made it known that they are working on “an increase in the tax on airline tickets” and an “extension of the zero-interest loan” in the real estate sector.
The final number of amendments should however remain well below the over 3,000 presented last year on this first part of the finance law, 16% of which were declared inadmissible.
This time, the leaders of the Finance Committee encouraged deputies to exercise moderation, with the aim of having the debates reach the vote.
The examination of the budget takes place legally in a limited period of time, the government can send the first part of the PLF to the Senate without reaching a vote if the debates drag on.
