BOLZANO. With the approval of state budget lawthe mortgage tax on the registration or cancellation of the social bond in the land register has been cancelled. A novelty introduced with an amendment proposed by South Tyrolean parliamentarians Manfred Schullian and Dieter Steger

“From 2022, the registration and cancellation of the social bond are no longer carried out by the provincial administration, but by notaries. This change was necessary as the processing of paperwork by the offices was significantly postponed due to a lack of staff, with delays often up to a year”, explains the provincial housing councilor Ulli Mair. This situation was no longer acceptable, as the construction benefit could only be provided after the social constraint had been acknowledged, which meant that there was no planning security for applicants. “Although as part of this amendment a reduced fee was negotiated with notaries, in order to minimize the financial burden for applicants for construction benefits, it was not possible to completely avoid additional costs, in particular taxes and taxes”, the councilor recalls again.

During the drafting of the 2025 budget law, approved by parliament in the last days of the year just ended, the relief was introduced: in the future the mortgage tax will no longer apply to registration in the land registry and to the cancellation of the social bond, as provided for by the Housing Act. At the same time, the mortgage tax on registration and the cancellation of restrictions for subsidized housing and residents under the provincial Land and Landscape law was also abolished.

“In concrete terms, this involves a savings of 200 euros, eliminating a significant part of the costs for registration in the land registry and the cancellation of social bonds. This measure is an important contribution to reducing the additional costs of housing subsidies and to making access to these benefits as fair and efficient as possible”, underlines Mair.
