The government is working on the principles of cleaning data from state systems, access to which businesses can get for a fee, a source in one of the IT companies told Vedomosti and confirmed a source in the government. We are talking about the draft law on the National Data Management System (NDMS), which has been under discussion since the end of 2021. The concept of the system was approved by the government back in 2019 and assumed a new approach to state data from 2022: unification of the processes of their collection, processing, storage and use. It was assumed that the NSUD would combine data from hundreds of government systems, registries and databases so that departments could exchange them. But the bill was never passed.
In the new version, the authors of the document clarified that the turnover is regulated by special industry laws, for example, the law “On Bank Secrecy” for financial information. And if there is no regulatory document, then they will sanitize in accordance with the procedure established by the government.
