On Tuesday, public sector unions asked Minister Guillaume Kasbarian for a quick meeting on wages and the abandonment of the public sector reform bill launched by his predecessor.
While the government announced on Sunday that it wanted to save 1.2 billion euros by aligning public sickness absence compensation practices with those of the private sector, “stigmatizing measures that will have an impact on the most vulnerable agents”, according to the eight signatory unions they ask in a letter to Guillaume Kasbarian to put a meeting “in (his) presence” on salaries on the agenda “as quickly as possible”.
“Our organizations reaffirm the urgency of giving answers” to these wage demands, write the leaders of the UFFA-CFDT, the CGT Civil Service, the UIAFP-FO, the Solidaires Civil Service, the Federation of Public Services CFE-CGC , FA-FP, FSU and Unsa Civil Service.
In particular, they want the maintenance of Gipa, the allowance paid to public employees whose wages have increased less rapidly than inflation and which the government is considering abolishing.

They also want “quick clarifications” on the government’s intentions on the relevant bill efficiency of the public service”, launched by Guillaume Kasbarian’s predecessor, Stanislas Guerini, and frozen since the dissolution.
“On the method, the unanimous request of our organizations is clear: we want the total abandonment of this project” they write.
The text envisaged increasing wages based on merit, facilitating dismissals or eliminating the historic system of categories (A, B and C) of public employment.
“The reformist ambition is intact,” Guillaume Kasbarian declared last week. On RTL on Tuesday he said he did not want to “throw in the bin” the idea of eliminating the categories, and that he wanted to “continue to consult” on pay based on merit and dismissal “in case of insufficiency”.
The unions “await answers” also on the social protection rights of agents, and “they intend for the signed agreements to be applied”.
“You have shown a desire for social dialogue,” the organizations reminded their minister. But “since then, a social agenda has been imposed without any consultation and, at the same time, a number of decisions with serious consequences (…) already seem to have been taken without any discussion”.
According to them, “it is necessary that you can receive us quickly to relaunch a true social dialogue”.
