Councilors went personally to the bidding sector of the city hall after having a request denied

Councilors who make up the CPI (Parliamentary Commission of Inquiry) set up in the City Council of Sidrolândia to investigate possible bid fraud in the city hall found themselves “faced at the door”, on the morning of this Monday (21), when they attended the bidding sector of the Executive to seek documents that were previously denied.

According to the parliamentarians, the mayor Vanda Camillo (PP) released the employees earlier when she found out about the commission’s action. In addition, the councilors accuse the servers of turning off the local energy pattern when they recorded a video explaining the situation.

“We came to collect the documentation that we requested last week from the city hall, we arrived at 11:15 am and at 12:00 pm all the tender officials were released early so as not to provide the documents. They all sneaked out and left”, reported the president of the CPI, councilor Enelvo Felini Junior (PSDB). According to him, the sector’s work should only be finished at 1 pm.

As councilor Adavilton Brandão (MDB) was recording a video on the organ, the lighting was turned off. “Unfortunately, as everyone can see, we are here in the dark, so you can draw your own conclusions about what is happening”, said the emedebista.

On the last August 11th, the commission sent a request to the city hall requesting a series of documents with the purpose of investigating irregularities in all the tenders held by the Executive from January 2021 to July 2023. In response to the request, the city hall refused to deliver the copy of the contracts claiming that the requested documents are not related to the matter that led to the creation of the commission.

Faced with the new refusal, the president of the CPI guaranteed that the councilors will file a lawsuit to guarantee the delivery of the requested documents. “We are going to file a lawsuit to determine the delivery of the necessary documentation. We have already filed a complaint with the MP”, stressed councilor Enelvo Felini Junior.

The press office of the city hall was contacted by the report to comment on the accusations of the councilors, but limited itself to saying that the mayor will not pronounce on the case.

Na mira do gaeco – The installation of the CPI in the Legislature took place shortly after the Public Prosecution Service, through Gaeco (Special Action Group for the Repression of Organized Crime) launched the second phase of Operation “Tromper”, which investigated the existence of a criminal organization dedicated to fraud in bids, embezzlement of public money, payment of bribes to public agents, including in exchange for sharing privileged information of the public administration in the municipality.

In the second phase of the operation, last month, four arrest warrants and five search and seizure warrants were served in the city. Gaeco’s investigation points to the involvement of at least four municipal servants. Through a breach of bank secrecy, it was discovered that Tiago Basso da Silva, active until 2020 in a commissioned position as head of the enforcement and inspection sector, attested to the invoices, one of which was identified in an allegedly fraudulent bid. He also received R$2,000 in his personal account from one of the companies involved in the scheme, PC Mallmann (Rocamora).

Another server, Lucas Eduardo Cirino Centurion Nazareth, who was a member of the bidding committee, received BRL 4,600 from Ueverton – one of those investigated as head of the scheme, between October 2020 and October 2021.

Third investigated is the server Cesar Bertoldo, whose breach of secrecy discovered the receipt of R$ 7,490.00 from PC Mallmann. The amount received was transferred both to your personal account and to your business account. He also attested invoices presented by applicant companies to municipal suppliers in bidding processes. In one of his performances, he attested to an invoice for receiving garbage bags that did not comply with the purchase made.

Finally, Robson de Lima Araújo, the fourth civil servant allegedly involved, is being investigated because he was responsible for the purchasing sector in Sidrolândia and carried out price surveys for the processes. According to Gaeco, he carried out a price survey with the investigated companies “aware that they did not even have the technical capacity and know-how to be asked to present a budget to the public administration”.

According to Gaeco, the receipt by the servants of securities from the investigated companies “indicates a possible obtaining of privileges in contractual inspections, in addition to favoring them in bids”. In addition to the names already mentioned, the owners of the alleged shell companies are also being investigated: Ricardo José Rocamora Alves, Odinei Romeiro de Oliveira, Evertom Luiz de Souza Luscero, Roberto da Conceição Valençuela.

The following companies are also being investigated: Rocamora Serviços de Oficina Administrativo Eirelli, Odinei Romeiro de Oliveira-ME (Romeiro Prestadora), Evertom Luiz de Souza Eirelli, R&C Comércio.

After the corruption scandal, the Municipality of Sidrolândia exonerated the commissioned servant Tiago Basso, also arrested in the operation. He had already been away for two months due to medical treatment.
