A Digital Shift for Delhi’s Public Services
The project aims to transition services currently accessed online to the widely-used WhatsApp platform. Users will be able to interact with a bilingual chatbot – available in both Hindi and English – to receive step-by-step guidance on applications, document uploads, and fee payments. This represents a significant effort to simplify bureaucratic processes and reach a wider segment of the population.

Building on Past Successes
The Information Technology Department is spearheading the project, drawing on its experience with previous initiatives, including a successful doorstep delivery of government services program implemented under a prior administration. This prior experience provides a strong foundation for the current digital transformation.
To ensure effective management and oversight, a dedicated dashboard will be developed for real-time monitoring of departmental interactions with applicants. The system will be designed and deployed by a technology company contracted by the government.

The timing of this announcement coincides with WhatsApp’s own development of new features designed to enhance user privacy. The messaging platform is currently working on a system of unique usernames, allowing users to communicate without sharing their mobile phone numbers.
