(Usman Khan) ‘Digital National Pakistan Bill 2024’ was presented in the National Assembly for the establishment of digital public infrastructure.
Under the bill, a 17-member National Digital Commission will be formed. According to the bill presented in the Assembly, the commission will be chaired by the Prime Minister of Pakistan, the chief ministers of four provinces, federal ministers, chairman FBR, chairman NADRA are part of the commission. While Chairman PTA, Chairman SECP, Governor will be part of State Bank Commission.
The commission will approve the national digital master plan and its implementation, the commission will perform the duty of coordination for digital transformation at the government level and disciplinary action in case of non-implementation of the master plan issued by the authority. If authorized, Pakistan Digital Authority will be established under the bill.
The chairman of the 3-member authority will be nominated by the Prime Minister of Pakistan, the appointment of the chairperson and members will be for 4 years, a strategic oversight committee will be established to review the performance of the authority, the relevant federal minister will be the chairman of the committee, while 6 Consisting of members, the committee will review the performance of the Digital Authority.
Details of the Digital Master Plan introduced under the Digital Nation Pakistan Bill;
The purpose of the digital master plan is to transform Pakistan into a digital nation. will be digitally digitized, consultation with relevant stakeholders will be done while formulating the master plan.
The Digital Authority will annually review the implementation of the Master Plan, a Digital Nation Fund will be established to meet the financial needs of the Commission.
The Commission will be able to seek help from the Federal Cabinet through the Ministry of Information and IT for the implementation of the plan, and will be able to seek help from any expert or agency for the implementation of the plan.
