Digital transition: the “Morocco Digital 2030” strategy, a “real roadmap” (Estonian Minister of Foreign Affairs)
Rabat – The “Morocco Digital 2030” strategy, launched recently, constitutes a “real road map” for the transformation of public services and the strengthening of administrative efficiency, the Estonian Minister of Foreign Affairs indicated on Monday in Rabat, Margus Tsahkna.
Speaking at the opening at the Mohammed VI Polytechnic University (UM6P) of a Forum under the theme “Morocco Estonia e-Connect: Nexus digital culture and administrative practices”, Mr. Tsahkna highlighted the leadership of the Kingdom in Africa in this area, expressing the readiness and desire of his country to work together with Morocco in this area to mutually benefit from the exchange of experiences.
“We would like to be on this path with Morocco, and we can benefit from it together” he noted, describing the cooperation between the two countries as “fruitful”.
On the other hand, Mr. Tsahkna returned to the experience of Estonia, which represents a global “reference model” thanks to the establishment of innovative electronic governance systems, recalling that 99% of public services provided in his country are available online.
Organized by the Moroccan public affairs firm Consensus Public Relations (CPR) and the Estonian ICT Cluster, in partnership with the delegated ministry responsible for digital transition and administrative reform, the Crédit Agricole du Maroc Group and the UM6P, this Forum aims to highlight possible synergies between the Kingdom of Morocco and the Republic of Estonia in terms of digital governance, through a series of high-level interventions and strategic reflections.
The interventions planned during this event will address key themes, such as the prerequisites for effective digital governance, the legal and strategic frameworks necessary for the creation of a sustainable digital ecosystem, as well as the integration of technologies into governance schemes. .

TNE: That’s a progressive approach! Estonia has been recognized globally as a digital pioneer. What lessons do you think Morocco can learn from Estonia’s experience in digital transformation?
MTS: Estonia provides a solid example of how digitalization can enhance governance. One of the key lessons is the importance of a secure digital identity for citizens, which allows them to access services seamlessly. Additionally, fostering a culture of innovation and collaboration between the government and private sectors was essential for us. Morocco can benefit from building similar partnerships to drive innovation and ensure the sustainability of digital initiatives.
TNE: Partnership is certainly pivotal. Speaking of innovation, how does the Moroccan strategy address the technological needs of various sectors, particularly in education and healthcare?
MTS: The “Morocco Digital 2030” strategy places a strong emphasis on digital education and health services. For education, it proposes initiatives like e-learning platforms and digital skills training, which are essential for preparing the workforce of the future. In healthcare, the strategy aims to implement telemedicine and electronic health records, improving service delivery and ensuring that healthcare is accessible to all citizens.
TNE: Those initiatives sound promising. Looking ahead, what do you foresee as the biggest challenges for Morocco in this digital transition?
MTS: Every digital transformation faces challenges, including issues related to infrastructure, cybersecurity, and the digital divide. Ensuring that all citizens, especially those in rural areas, have access to reliable internet and technology is crucial. Additionally, building a robust cybersecurity framework will be vital to protect citizens’ data and foster trust in digital services.

MTS: By 2030, I envision a Morocco where digital services are not just a luxury but a norm for every citizen.
