He CDMX Government delivered the Economic Package 2025 to the local Congress for approval, which contemplates 291 thousand 525.6 million pesos, equivalent to a nominal 8.8% increase to that approved for 2024.
The Head of Government, Clara Brugada, said that the budget is designed to respond to the main needs faced by the population and reduce social inequalities.

“We want a city with healthy finances and we are going to work every day to achieve it. At the same time, we seek an austere budget that combats inequalities, prioritizes fundamental issues such as security and encourages investment in mobility,” said Brugada.
The project mainly contemplates mobility and infrastructure by allocating resources to the maintenance of the Metro and the construction of five new Cablebús lines, of which three will begin construction in 2025 in the municipalities of Tlalpan, Álvaro Obregón and Milpa Alta.
In addition to the allocation of resources for culture, education and sports, and the construction of the first Utopias in the capital, equipping schools and holding events throughout the city.
When delivering the document, the Secretary of Administration and Finance, Pablo de Botton, pointed out that the city will consolidate itself as the political, financial and cultural capital of the country thanks to a debt reduction of 0.5% in real terms.
A historic investment of 6,951.3 million pesos stands out, with an increase of 185.9% to the infrastructure, mobility, water and security fund; while the Metro will receive the highest budget in 20 years with 23 billion pesos.
For the construction of Utopías, and other works, the budget will be 13,500 million pesos, corresponding to an increase of 12.5%.
With an increase of 13.1%, investment in water infrastructure is a key point, which provides for an allocation of 15 billion pesos.
In public security an increase of 7.5% was projected, while for C5 36.3%; in addition to 600 million pesos for the installation of new surveillance cameras.

In Housing the allocation will be 9 billion pesos, with an increase of 89.8%; for education and health will increase by 212.4% and 1.8%, respectively, with an allocation of 17 billion pesos.
The Ministry of Tourism will receive an increase of 138.2% to the budget due to the holding of the Soccer World Cup in 2026.
In collaboration with the private sector, it is proposed to increase the Payroll Tax Rate from 3 to 4% to generate a tax benefit for 93% of micro and small businesses.
In ecological matters, it includes the implementation of a tax aligned with the 2030 Agenda to reduce greenhouse gas emissions by 24%, this in collaboration with the State of Mexico and other metropolitan entities.
