The Secretary of Education in the State of Mexico, Gerardo Monroy Serrano, pointed out that the Curricular Strategy on Gender Equality (ECIG) is one of the most important actions of this six-year term in order to improve coexistence among students and respect for the women.

Interviewed by El Sol de Toluca, he said that one year after the implementation of the ECIG at the basic and upper secondary level in public and private institutions, UNESCO will announce some results and recommendations next September.

On the eve of the start of the 2023-2024 school year, he stated that the agency is ready for each of the processes and the free textbooks will be distributed.

He stressed that the entity has 12.9% of the country’s students, 11.8% of teachers and 9.6% of schools in the country; while the challenges to be faced are connectivity and expanding the educational offer online or at a distance.

—What would be the balance in the education sector, and in particular the Council for School Coexistence (Convive) program and attention to bullying?

Of the challenges and our objectives, paying attention to issues of school dropout in the pandemic was important; We managed to recover more or less 350,000 students at all levels.

In coverage, a favorable increase was achieved in primary and upper secondary, in which an increase of 2.7% was achieved; and the terminal efficiency was improved with an increase from 64.2 to 71.3%.

The part that has to do with Convive and what we managed to do in socio-emotional care was a priority, it was provided to the entire school community from the Social-Emotional Support Network.

As a result of the pandemic, we reinforced it a lot with specialists, psychologists, counselors, many servers were interested in this, we served more or less 135,000 people, forums, conferences, workshops were implemented with a view of 4.6 million people.

In order to improve school coexistence, we trained 1.6 million in the Development of Skills and Capacities to solve different problems, we implemented a telephone line for psychological support and guidance for victims of violence.

We implement protocols for action in violence, in terms of prevention and detection and action in complex scenarios, we channel specialized instances such as the DIFEM, State Justice Prosecutor’s Office.

We signed an agreement with the Judiciary to train 700 public servants in school mediation and conciliation.

– What were the achievements and the legacy that this administration will leave? Is there something to change or modify?

This Gender Equality strategy was designed to develop learning in gender equality, human rights and a culture of peace through a comprehensive training journey that took three years of work to develop content for teachers and students that was distributed as of the last school year.

We have trained more than 212 thousand teachers and students of the last semester of Normal Schools, it is aimed at preschool, upper secondary of public and private schools, it is carried out with the accompaniment and monitoring of Unesco and also of an Integrated Consultative Council by the State University, by the Ibero, National Pedagogical University, by the Secretariat for Women and Education, Human Rights, representation of parents.

The strategy was very careful and consulted, the contents and materials were made by experts, they are suitable for the age of each of the students to improve the coexistence between human beings and students in the future.

We await results, recommendations for the improvement and evaluation of the school year by Unesco on September 1 of the evaluation to implement them in the following school year.

—Has progress been made in education in the gender gap?

We are constantly working to improve conditions and have greater opportunities for women and equal circumstances, a growing participation in all areas of women, this government of Governor Alfredo del Mazo has permanently promoted development actions in all areas to the woman.

What would be the challenge for the next administration in terms of educational infrastructure as the entity has the highest enrollment in the country?

Two data to comment on, in the field of school infrastructure, as you will remember, we had 4,900 schools or campuses damaged by the earthquake (September 2017), it was from the data discussed in the transition meeting with the elected governor.

Schools damaged in their entirety 35, more than 2,700 partially damaged and more than 2,100 minor damages, are 100% attended, we also provided corrective maintenance to more than 7,700 schools.

One of the challenges is the connectivity in the state schools and they can absorb the payment of electricity, which is an important issue with which many schools and parents struggle, expanding the educational offer online to have more opportunities.

I believe that much progress has been made and I believe that we can further expand the online educational offer and the creation of new higher level institutions. Growth in the State of Mexico is permanent. It would help to further strengthen the link between industry and training, the dual mode .

—Will there be distribution of the new free textbooks?

We are ready! and we are preparing to start the next school year.

Enrollment in schools began on August 17 and 18, we have already improved, it was not necessary for families to make campus changes in person but online, we have made around 74,000 changes at the end of this week.

All the teachers are ready, we have the intensive phase of the School Council from August 21 to 25 where their teaching work will be planned and we would practically be ready.

“We are reviewing group by group that the system throws us and that there is no teacher missing.

We already have 100% free textbooks in preschool, in the case of primary and secondary we are waiting to send them through the National Commission for Free Textbooks (Conaliteg), through the Ministry of Public Education (SEP ) and with this we would be about to face this new challenge of the school year.

—If the free textbooks will be distributed?

Yes, they will be distributed, there is no impediment for it to be otherwise.

—Would you like to comment on something else or send a message?

One of the challenges that the Secretariat will have to face for the next administration is to continue with the basicization of places for teachers and prevent them from having additional jobs.

Thank our beloved teachers, the largest in the country, and dedicate themselves to what matters to us, the education of children and adolescents.
