Fight against functional illiteracy of rural workers: the Ministry of Agriculture and the ANLCA join forces

Signed by the Minister of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, Mohammed Sadiki, and the director of ANLCA, Abdelouadoud Kharbouch, this agreement is part of the strengthening of convergence public policies through the integration of the fight against illiteracy in sectoral programs, development initiatives and projects launched by Morocco which place human development as the ultimate objective.

Thus, this program will enable the training of 500,000 beneficiaries, men and women, working in the agricultural, maritime fishing and water and forest sectors and their entourage of the rural population by 2030.

It also aims to open new horizons for these categories to continue apprenticeship training with a view to facilitating their socio-economic integration.

Speaking on this occasion, Mr. Sadiki indicated that the signing concerns a new literacy and apprenticeship program, based on an innovative approach proposed by the ANLCA, which will link literacy to professions and work. in the sectors concerned, noting that the problem of illiteracy is particularly widespread in rural areas with significant needs.

The convergence between the Agency’s objectives and those of the “Green Generation” strategy, the “Halieutis” strategy, and the “Forests of Morocco” strategy will make it possible to achieve the goals set to contribute significantly to human development. in rural areas, which aims to be one of the pillars of development and the emergence of a middle class, he said.

This program, described as “new generation”, will benefit from the support of different institutions, each of which will bring their respective expertise, in an integrated approach aimed at achieving the expected objectives, noted the minister.

For his part, Mr. Kharbouch noted that this framework agreement aims to initiate a literacy program for the benefit of the beneficiaries and their families, as well as their entourage within the rural population.

And to continue that this convention is part of the national strategy to combat illiteracy for the period 2023-2035, aiming to reduce and eliminate illiteracy in Morocco.

This agreement is implemented in application of the provisions of the National Strategy for the Fight against Illiteracy 2023-2035, which aims to redouble the efforts of stakeholders at the national and territorial levels in order to eradicate illiteracy in 2029.

It also intervenes within the framework of the implementation of the 2023-2027 roadmap of the ANLCA and the efforts deployed by the ministry, to meet the challenges of sustainable development of the sectors under its supervision, in particular the development of the agricultural sector as part of the implementation of the Generation Green strategy which places the human element at the heart of its priorities, with the objectives of bringing about a new generation of agricultural middle class.

This partnership concerns coordination and cooperation between the two parties in the development of a work program for the implementation of the program to combat functional illiteracy for the benefit of rural populations in the agricultural sectors, of maritime fishing and waters and forests, the registration of beneficiaries of the program in the mode of professional training through apprenticeship supervised by the ministry and the provision of the program to spaces and training centers of the ministry and establishments under supervision.

It also involves linking programs to combat illiteracy with economic development programs to facilitate the socio-economic integration of beneficiaries, preparing the educational and didactic resources necessary for the implementation of the program, supporting the use of modern technologies and distance training in the fight against illiteracy as well as developing human capacities in the areas of management, monitoring and evaluation of the work programs developed.
