The government defines the figures of the Def and is preparing to ask the Chambers for a new deviation that should amount to about 40 billion, both to be approved by the Council of Ministers tomorrow or the day after tomorrow.
The programmatic estimates would be revised downwards due to delays in vaccines and the consequent lockdowns in recent months. The pil expected to grow by 6% in Nadef’s forecasts last fall it should stop
between 4 and 5%; while the deficit estimated at 7% last fall, would fly towards altitude
10-11% under the weight of the overrun in January of 32 billion and the new extra-deficit on the home straight. Finally, expectations on the trend of the debt stock: after 158% of the Covid annus horribilis, it should drop to 155.6% in 2021 and then drop further to 153.4 in 2022.
L’falls outside photographed in the tables of the Economics and Finance Document will therefore be the subject of a request for authorization from the Parliament to finance both a new decree of restitution to the economy and some projects left out of the Recovery Plan. On the distribution of resources, one of the hypotheses would be that of allocate about 35 billion of euro of the budget variance to the roofs of the dl Sostegni Bis, with the re-edition of the refreshments (this time for two months) and a set of interventions for the liquidity of companies such as the extension of the moratoriums on bank loans. The remaining 5 billion instead they would go to finance an ad hoc fund for the works that remained outside the Recovery Plan for budget or ‘calendar’ issues, exceeding the three-year time span of the EU plan. This is the case, for example, with the upgrade of the high speed railway line Salerno Reggio Calabria, which would be concluded in 2026. The fund would then be financed with another deficit over the next 6 years for a further 25 billion.
The decree Sostegni Bis, on the other hand, is expected to launch by the end of the month or at the beginning of May at the latest. The dl would also find space for any agendas of the Dl Sostegni now being examined in the Budget Committee in the Senate.
