The auction for Nova Ferroeste, a railway project by the Government of Paraná that will connect Maracaju (MS) to the Port of Paranaguá (PR), had its estimated date postponed to 2025. The auction, initially scheduled for the second half of 2024 on B3 , the São Paulo Stock Exchange, faces obstacles due to requests for studies from Funai (National Foundation of Indigenous Peoples) and the TCE-PR (Tribunal de Contas do Estado do Paraná).

The route, which will cover 1,567 kilometers of tracks, will cross 18 indigenous communities, including Pakurity in Dourados, requiring special viability care. Therefore, representatives of the Paraná government and experts from Funai will come to Mato Grosso do Sul to assess the impacts on the village within a radius of up to 5 kilometers from the proposed route for the railway network.

“Much of the licensing process has been completed, both in terms of approvals from Incra, Iphan, as well as the fauna and flora part that were the subject of seven public hearings”, informed Luiz Henrique Fagundes, coordinator of the Paraná Railway Plan. He added that a company has been hired to conduct new social studies, with the action plan approved and activities scheduled to begin in January.

In addition to the assessment in the community of Mato Grosso do Sul, the group will analyze the impacts on the indigenous lands of Boa Vista, in Nova Laranjeiras, and Guasú Guavirá, in Guaíra, in addition to the Tupã Nhe Kretã camp, in Morretes, all in the State of Paraná. The locations for the complementary studies were chosen after a technical inspection carried out on the route proposed in 2023, in indigenous areas regardless of land status.

According to the government of Paraná, between 2022 and 2023, 10 villages in the Rio das Cobras Indigenous Land were evaluated, an area that already coexists with the train in operation between the cities of Guarapuava and Cascavel. The analysis in Rio das Cobras, with its 3 thousand inhabitants, involved months of field activities for interviews and workshops, leading residents to consider the project.

Nova Ferroeste, an expansion project for the Paraná Oeste SA Railway, with a stretch of just over 200 kilometers in operation between Guarapuava and Cascavel, will connect the municipalities of Maracaju (MS) and the Port of Paranaguá (PR). The new route, with 1,567 kilometers, will also include a branch between Foz do Iguaçu and Cascavel, as well as another between Chapecó (SC) and Cascavel. When completed, the railway will become the second largest grain and container corridor in the country.

The project route crosses a total of 66 municipalities, 51 in Paraná, 8 in Mato Grosso do Sul (Maracaju, Itaporã, Dourados, Caarapó, Amambai, Iguatemi, Eldorado and Mundo Novo) and 7 in Santa Catarina. The Technical, Economic and Environmental Feasibility Study (EVTEA) identified a circulation potential of 38 million tons per year in the railway’s first year of full operation, with an estimated reduction in logistics costs by 30%.

The auction, now scheduled for 2025, will allow the winning company or consortium to build and explore the project for a period of 99 years, with a minimum bid set at R$110 million.
