The current regulation gave the right to enroll children in the first grade in an unlimited number of educational institutions. As explained in the explanatory article of the amendments to the binding regulations, there have been cases where a child has been applied to as many as 20 schools, creating additional workload and inefficient consumption of administrative resources for educational institutions, creating lists of applicants for the first grade and sending relevant notifications to the children’s parents.

Therefore, in future binding regulations, it will be clarified that a child can be applied for admission to the first classes of no more than five schools.

The amendments to the binding regulations also provide for the creation of 30 territorial units attached to educational institutions, without further establishing the attachment of territorial units to educational institutions according to the language of instruction.

The aim of these amendments is to change the allocation of territorial units for general education institutions that implement general basic education programs, taking into account several criteria. For example, the priorities set in the Riga Development Program in improving the quality of school operations, demographic indicators in the municipality’s neighborhoods, the historically established territorial location of educational institutions, provision of school classrooms, workload and staff capacity, as well as others.
