Gangwon Special Self-Governing Province was selected the most in the country for a contest to support the construction of a pickling brine recycling facility. Gangwon Special Self-Governing Province (Governor Kim Jin-tae, hereinafter referred to as the “province”) announced that four locations in Taebaek-si, Hongcheon-gun, Pyeongchang-gun, and Hwacheon-gun were selected for the “2025 Pickling Brine Recycling Facility Construction Support Project” contested by the Ministry of Agriculture, Food and Rural Affairs.
The project cost was 192.5 million won per location, and the province secured a total project cost of 660 million won. In the public announcement evaluation, it received excellent evaluations in 8 items in 4 areas, including corporate evaluation and conditions and adequacy of the business plan.
The “Pickling Brine Recycling Facility Construction Support Project” is a project that supports all facilities for pickling brine recycling, including brine circulation/compensation devices, foreign matter removal devices, and filters, for kimchi and pickled cabbage manufacturers.
Son Won-cheon, head of the Gangwon Special Self-Governing Province Agricultural Products Distribution Division, said, “We expect that this project will be of great help in reducing production costs and strengthening quality competitiveness for kimchi manufacturers who are experiencing management difficulties due to supply and demand instability and rising costs due to sea salt shortages.” “We will continue to actively work to improve the domestic and international competitiveness of the province’s kimchi industry,” he said.
Meanwhile, the Gangwon Special Self-Governing Province Public Officials Training Institute established an education and training plan for 2025 to nurture public talent to respond to the changing administrative environment.
This plan reflects various factors such as national and provincial government tasks, the latest trends in education and training, and analysis of education results, increasing the number of education seats for 24 courses and 4,601 students compared to 2024.
In 2025, ① reorganization of the training system for new employees (1 week for basics, 3 weeks for advanced), ② separation of provincial and city-county training targets for the leadership course, ③ establishment of training to support psychological stability of public officials for work immersion, and ④ establishment of a new course for public officials to respond to the future environment. Major changes such as reorganization and reorganization were reflected.
The basic course for new appointees (candidates), which was operated on a pilot basis last year, and the advanced course opened this year will be operated in earnest. We support new civil servants’ early adaptation to public service and the opportunity to learn their jobs through basic training conducted before appointment after passing the exam and advanced courses for new civil servants who have worked in public office for a certain period of time.
The leadership course was previously operated by selecting trainees from provinces, cities and counties together, but considering the differences in administrative matters between provinces and cities and counties, starting this year, courses for entry-level managers (team leaders) and prospective managers (province level 6 and city-county level 7) will be offered to provinces, cities and counties. Recruitment is divided into groups, and the focus is on strengthening managers’ capabilities through hands-on training centered on mock tasks.
In order to prepare for leaving public office, which has recently emerged as a social issue, we provide ① ‘Civil Complaint Manager Patting Course’ for those in charge of civil affairs, and ② ‘Mind Reset: Process of Growth and Healing’ for all public officials to help them overcome mental and physical exhaustion due to their jobs. ③ We operate the ‘Civil Complaint Response and Conflict Management’ process to provide opportunities for recovery and respond to various civil complaints.
In addition, in order to cultivate the capabilities of public officials to respond to rapidly changing internal and external environments, we provide ① ‘Understanding climate change and carbon neutrality’, ② ‘Understanding and practice of energy policy’, ③ ‘Sustainable development: response to population decline and regional extinction’. ④ Establish and reorganize the ‘Resolution of Gangwon Special Acts and Regulations’ process.
In order to strengthen digital capabilities for practical use, we expanded the number of operations of ① ‘ChatGPT practical use course’, a generative AI education that was in high demand last year, and ② ‘Metaverse AR/VR’ using AR/VR equipment. A new ‘understanding and utilization process’ is established.
Lee Gyeong-hee, director of the Gangwon Special Self-Governing Province Civil Service Training Institute, said, “The role of the Civil Service Training Institute is to provide quality education for the goal of nurturing creative future talent who will lead the era of special autonomy,” adding, “Curriculum and training methods that reflect the diverse educational needs of public officials.” “We will strive to strengthen the capabilities of public officials in Gangwon Special Self-Governing Province through diversification,” he said.
