Chandigarh: There was a lot of debate in Haryana Assembly on Acting Speaker and Protem Speaker. Congress leader Bhupendra Singh Hooda objected to making senior Congress leader Raghuveer Singh Kadian the acting speaker instead of pro tem. Newly elected MLAs of Haryana took oath
On Friday, newly elected MLAs of Haryana took oath. Acting Speaker Raghuveer Singh Kadian administered the oath of office and secrecy to all the members including CM Saini. During this, Congress leader Bhupendra Singh Hooda said that he has been a member of the Assembly 6 times and Lok Sabha 4 times, this is the first time I have heard him acting speaker. It is always the pro tem speaker. This is an insult to the Speaker’s chair. This should be changed. After this, Chief Minister Nayab Singh Saini gave two examples of the post of acting president in 2005 and 2009 during the tenure of the Congress government. CM Naib Singh Saini said that on March 10, 2005, Dr. Raghuveer Kadian and on October 26, 2009, Captain Ajay Singh was also made the acting speaker. Then Bhupendra Hooda said that then the opposition should have lodged an objection on this.

Difference between Protem and Acting Speaker
Raghuveer Kadian, who was sitting on the chair, expressed his opinion on this. He told that there is a slight difference between Protem and Acting Speaker. Protem Speaker means the Speaker of the Assembly for the entire day whereas Acting Speaker means not complete speaker for the day. That means the acting speaker will preside over the proceedings only.

They also took oath
After CM Saini, his council of ministers members – seven-time MLA from Ambala Cantt Anil Vij, Israna MLA Krishna Lal Panwar, Badshahpur MLA Rao Narbir Singh, Panipat Rural MLA Mahipal Dhanda, Faridabad MLA Vipul Goyal, Gohana MLA Arvind Sharma and Radaur MLA Shyam. Protem Speaker administered the oath to Singh Rana. Among the ministers, oath was administered to Barwala MLA Ranbir Gangwa, Narwana MLA Krishna Kumar Bedi, Tosham MLA Shruti Chaudhary, Ateli MLA Aarti Singh Rao, Tigaon MLA Rajesh Nagar and Palwal MLA Gaurav Gautam.

Bedi took oath in Sanskrit, while Choudhary took oath in English. After the Council of Ministers, the oath was administered to the women MLAs. These include Bharatiya Janata Party (BJP) MLA Bimla Chaudhary, Congress MLA and former minister Geeta Bhukkal, BJP MLA Krishna Gehlawat, Congress MLA Manju Chaudhary, Congress MLA Pooja, Independent MLA Savitri Jindal, BJP MLA Shakti Rani Sharma, Congress MLA Shakuntala Khatak and Congress MLA and Olympian wrestler Vinesh Phogat was included.

In the Haryana Assembly elections held on October 5, BJP returned to power for the third consecutive time by winning 48 seats, while Congress won 37 seats. The Indian National Lok Dal (INLD) won two seats and three independents were also elected.
