The world sociopolitical scenario is going through significant transformations, since the era after the Second World War and the struggles of the Cold War. The world is becoming multipolar, fragmented and divided, giving rise to increasingly numerous and multidimensional confrontations.

The strategy reaffirms the ICRC’s central role in providing protection and assistance to people affected by armed conflict and other situations of violence. Our objective is to firmly uphold international humanitarian law in dialogue with States and non-State armed groups.

What we have before us

The proliferation of armed actors, added to the high intensity of conflicts, creates significant security and protection problems for humanitarian organizations. And these problems are accentuated by hate speech and attitudes, the spread of misinformation and disinformation. In addition, new technologies, artificial intelligence, cyber warfare, autonomous weapons and the digitalization of conflicts create battlefields complex physical and digital systems, with blurred lines of separation between the military and civilian spheres. Likewise, the critical effects of climate change are accelerating and aggravating the dramatic conditions already suffered by conflict-affected communities. Finally, funding for humanitarian action is suffering reductions significant and is undergoing a paradigm shift.

With this strategy, the ICRC affirms its clear determination to support all people, both civilians and combatants, in times of war, to ensure that their rights and protections under IHL are respected. We urgently need to rediscover the humanity that characterizes us all.
