In Moscow, drivers who have been involved in an accident may, as an experiment, be allowed to leave the scene of the accident immediately after the accident, Kommersant reported, citing the minutes of a meeting of the government commission on road safety.

At the meeting, Deputy Prime Minister Marat Khusnullin recommended that the Moscow government, the Ministry of Internal Affairs, the Ministry of Transport, the Ministry of Digital Transformation and the Russian Union of Motor Insurers (RSA) develop a plan to combat repeated accidents by July 1. Khusnullin’s representative confirmed to the publication that such recommendations had been made.

The press service of the Moscow Department of Transport explained to the publication that as part of the experiment, it is planned to allow drivers to immediately leave the roadway after an accident on major highways if no one was hurt. The department explained that there are cameras on the roads from which photos and videos of the accident can be obtained later, and the requirement to leave the roadway as soon as possible will avoid casualties and increase throughput by an average of 50%, depending on the number of lanes. The pilot project will take place on the Moscow Ring Road, the Third Ring Road, chords and the Central Ring Road. The results of the experiment will become the basis for a possible change in traffic rules, now its details are being discussed.

The publication noted that the Moscow City Hall and the Probok.net expert center have been trying for several years to solve the problem of collisions with cars and people during the registration of an accident. According to the service, in Moscow, 25-40 people die every year when registering an accident on the road.

The participants in the experiment, according to experts interviewed by Kommersant, should have “legal guarantees” of receiving payments under OSAGO. The PCA said that the experiment could create risks of fraud and that legislation needs to be changed to carry it out.
