The city of Paris continues its fight against unhealthy housing. The Parisian urban planning laboratory Apur develops a list of weakened buildings in the capital, a preventive inspection. In total, 230 weakened buildings were identified in 2024, representing around 0.5% of the nearly 49,000 buildings in Paris’ private heritage. A figure down by 13% compared to 2022 when 264 properties were registered (-34 addresses). How can this decrease be explained? The removal of an indicator to define the list of buildings to monitor weighed in the balance. This involves the existence of an injunctive or summons regarding renovation work on a building. This data was considered not representative of the situation because it was too subject to possible variations in the activity of municipal services.
The worst student in the 18th district
The buildings in questionpresent some fragility factors that suggest a potential risk of deterioration. For this reason they will be subjected to a check of their status“, but after verification, they may be removed from the list if the risk of degradation is not demonstrated. The addresses identified therefore do not necessarily correspond to degraded buildings. In total the buildings identified contain 6,832 residential units. Of the 230 buildings identified by the Observatory in 2024, 106 were present in the previous list produced in 2022, which shows the persistence of fragility indicators in some buildings. There are 124 new buildings compared to the previous edition.
More than three-quarters of the buildings identified are located in the north and east of the capital, in the 10th, 11th, 17th, 18th, 19th and 20th arrondissements (78% of buildings, compared to 74% in 2022) . The 18th is, like every year, the most affected neighborhood, with 22% of the buildings identified. Apur identifies these buildings at risk based on a selection of 12 very specific criteria including a warning regarding safety or health, unpaid collective water bills, the presence of termites, a positive lead diagnosis, several interventions by the police of the fire in the same year for construction reasons, indebtedness of the co-ownership, strong presence of permanently vacant accommodation in the building. Each time these are old properties, co-owned (75%). For the most degraded areas, the Municipality can support the owners in carrying out the required works.
