Indonesia Launches ‘Global Citizenship’ Permit to Curb Brain Drain and Attract Diaspora Investment

Indonesia is introducing a new residency permit—the Global Citizenship of Indonesia (GCI)—aimed at attracting former citizens and those of Indonesian descent to live and work in the country indefinitely, offering a pathway for connection without requiring full dual citizenship. The initiative responds to growing concerns over a significant outflow of skilled Indonesian professionals seeking opportunities abroad.
Indonesia, with a population of 280 million, currently prohibits dual citizenship for adults, forcing individuals to choose a single nationality upon reaching 18. This new policy represents a significant shift in approach, modeled after India’s successful Overseas Citizenship of India (OCI) program.
Addressing the ‘Brain Drain’
The GCI program is a direct response to the increasing number of Indonesians choosing to emigrate. Data from the Directorate General of Immigration reveals that nearly 4,000 Indonesians became citizens of Singapore between 2019 and 2022 alone. This exodus, often referred to as a “brain drain,” has prompted the Indonesian government to seek innovative solutions to retain and attract talent.
“GCI is a strategic solution to the issues of dual citizenship by giving an unlimited stay permit for foreign nationals with strong ties to Indonesia,” a senior official at the Immigration Ministry stated on Saturday. The official further emphasized the potential for the Indonesian diaspora to contribute to national development.
Eligibility and Application Process
The new permit will be available to a broad range of applicants, including:
- Former Indonesian citizens
- Foreign nationals with Indonesian ancestry up to the second degree
- Children from mixed marriages
The Immigration Ministry anticipates a robust application process, with details to be released in the coming weeks. The program builds on Indonesia’s recent success with its golden visa program, which has already attracted $2.9 billion in investment.
A Strategic Opportunity
The GCI program isn’t simply about stemming the flow of emigration; it’s about transforming a challenge into an opportunity. According to the Immigration Ministry, the initiative aims to facilitate the return of Indonesian talent, or enable them to contribute remotely to the nation’s economic growth.
“The ministry essentially responds to the ‘brain drain’ phenomenon by turning it into a strategic opportunity by facilitating a special right to the diaspora so that Indonesian talents can return or contribute remotely,” the official explained. This proactive approach signals Indonesia’s commitment to engaging its global community and leveraging its human capital for future prosperity.
