The shortage affecting the field of early childhood is profound: we know that there is a shortage of 10,000 professionals on the scale of France. These professions are essential, it is urgent to revive the sectors and to do this, first of all to upgrade them financially. It seems that this is taken into account in the news 2023-2027 objectives agreement of the National Family Allowance Fund and this is an encouraging signal. But other emergencies remain.

The shortage can only be resolved by the significant opening of additional places in training institutes, particularly in the two professions most in tension, namely: childcare assistant and early childhood educator (ECE).

If the obligation for the regions to match the number of places to the needs of the territory is clearly displayed by the State within the framework of the public early childhood service, will we wait for its implementation on January 1, 2025 to increase training capacity? Are we going to waste even more than a year in territories where regional councils turn a deaf ear, such as in Provence-Alpes-Côte-d’Azur, knowing that the training of an EJE lasts three years?

Malfunctions

How is it that on Parcoursup these sectors remain very selective, even though the lack of supervision in daycare centers is glaring in our territories and risks leading to complete closures of young child care establishments (ECEC) ?

The shortage leads to dysfunctions in crèches, due to the impossibility of recruiting in all communities and has led to numerous “freezes” of cradles by municipalities. Professionals, extremely coveted, are very volatile. But competition is unfair!

Indeed, private daycare centers can hire directly on permanent contracts while we, local authorities, are forced to hire on fixed-term contracts while awaiting success in the local civil service competition.

For three years, we, elected representatives of local authorities, have been asking for a decree to be published allowing us to hire early childhood professionals directly on the basis of their qualifications in order to stem their flight to the private sector. What about it? When will we be heard? It’s urgent !

We also have the greatest concerns about the directions and choices made by the new Minister of Solidarity and Families, Aurore Bergé, following the departure of her chief of staff and its deputy director with whom, for two years, we have co-constructed the future public early childhood service, which will make municipalities the organizing authority for everything relating to this sector on January 1, 2025.
