According to the prosecution’s investigation, on the 3rd of last month, before martial law was declared, the two men received a message from President Yoon at a safe house in Samcheong-dong, Jongno-gu, Seoul, saying, “We must declare martial law at 22:00 tonight. Martial law forces will also go to the National Assembly, so the police should go out and take good control of the National Assembly.” I received instructions. Here, former Minister of National Defense Kim Yong-hyun handed them a document the size of one page of A4 paper containing the location and time of the martial law forces’ dispatch, including the National Assembly, the Democratic Party of Korea headquarters, and poll flowers.

Afterwards, the two carried out their instructions by deploying a police riot squad at the entrance to the National Assembly and blocking access to the National Assembly. In the process, there were on-site inquiries and requests for reconsideration, saying, ‘It seems unconstitutional to block access to members of the National Assembly,’ but it was revealed that Commissioner Cho said, “If you don’t follow the proclamation, we will all be arrested, so do as instructed.”

Commissioner Cho also ordered the National Election Commission and the Election Training Institute to send police to control access.
