No matter how many resources a country has without honest governance and management, it will be useless. The following verse illustrates this point,

An example of how a country can have a Nallarasan – a good ruler, as this Kural says, is the former president of Uruguay, Jose Mujica. As he completed his term of office by running an honest administration, thousands bid him a tearful farewell.
He is referred to as the poorest president in the world. Because he lived a simple life, ignoring the luxurious mansions provided by the government. He also became the owner of the honor of being the principal who gave 90 percent of his monthly salary to the foundation and gave honest management. In an interview he said, “They call me a very poor president.
But I am not poor in my view; “Poor people are those who want to live richly and luxuriously but cannot live with what they have and want more… more” he said.
In spite of everything… even if an administration has a thousand employees, all the necessary facilities and functions are provided to the workers, but if there is no good administrative ruler to lead all these, it is of no use.
The above verse also points out that if a king or ruler is not well placed, the people will lose confidence and become restless.
