A decision to remove Diāna Zirniņa as director of teh Eastern Latvia Concert Hall “Gors” in Rēzekne, Latvia, on December 30th, has ignited a dispute between local and national authorities over the venue’s management and financial stability. The move, initiated by the Rēzekne municipal government, has drawn criticism from the Ministry of Environmental Protection and Regional Development (VARAM) regarding adherence to principles of good governance.
Financial Pressures Drive Leadership Change
the dismissal follows an extraordinary meeting of SIA “Austrumlatvijas koncertzāle,” the municipal company overseeing “Gors,” also known as the Latgale Embassy. According to officials, the decision stemmed from increasing expenses and decreasing revenues at the concert hall, which has operated since 2013.
“As the head of the local government, I fully support the decision of the executive branch,” stated Aleksandrs Bartaševičs, chairman of the Rēzekne City Council. “We must all understand that ‘Gors’ is maintained with taxpayers’ money and we must act as responsibly as possible with it. In the current crisis, we must all work together.” Bartaševičs further explained that the municipality encountered “resistance” from Zirniņa in their efforts to implement a more effective management model. He emphasized the need for innovative solutions to ensure the concert hall’s long-term viability.
Governance Concerns Raised by National Ministry
However, VARAM representatives have voiced strong concerns about the legality and appropriateness of the Rēzekne municipal government’s actions. They assert that the dismissal does not align with established principles of good governance and will be subject to careful assessment.
“The actions of the Rēzekne municipal government…including the dismissal of its director, do not comply with the principles of good governance,” a ministry representative stated. The ministry aims to prevent any actions that could diminish the meaning of “gors” as a vital regional cultural institution.
Government Negotiations Ignored, Claims VARAM
Adding to the controversy, Minister of VARAM Raimonds Čudars criticized the timing of the decision, alleging that the Rēzekne City Council disregarded a December 22nd government directive. This directive authorized the Ministry of Culture, Smart Administration and Regional Development, and the Ministry of Economics to initiate discussions with the Rēzekne State City Council regarding potential solutions for “Gors”‘s management and increased state involvement in ensuring access to professional arts.
“It would be irresponsible to make decisions about a change in management without waiting for the results of the negotiations,” Čudars commented. The move by the Rēzekne council appears to preempt these plans.
