As early as the second half of next year, single-parent families raising children alone after divorce will benefit from the ‘advance payment system for child support.’ The target population is expected to be 16,000 households.

The ‘advance payment system for child support’ is a system in which the government first pays a certain amount of child support to a single parent raising a child, and then receives a refund after claiming the right to indemnification from the non-custodial parent. The number of single-parent households eligible for advance payment support is expected to be 16,000. This accounts for 94% of single-parent households (17,000) who are currently not receiving money even though they hold child support bonds.

Vice Minister Shin Young-sook said, “Currently, there are 65,000 (single-parent) households holding child support bonds, and the proportion of those not receiving (child support) was found to be 25.9% (17,000 households).” He explained, “If we consider the median income level among households, about 16,000 households are eligible.”

The advance payment system is an expanded version of the ‘temporary emergency support system’ that the Ministry of Gender Equality and Family has implemented since 2015 (200,000 won per month for up to 12 months to single parents with a median income of 75%). However, since the actual cost recovery rate after emergency support for child support was only 15%, developing a systematic recovery plan is considered a major task.

As for future plans, Vice Minister Shin said, “The legal basis for imposing sanctions (suspension of driver’s license, ban on leaving the country, etc.) without a detention order (imprisonment in a detention center, etc.) passed the plenary session of the National Assembly on February 28,” and “Debtor (non-custodian) “Inquiry of property without consent requires a law amendment, but inter-ministerial consultations are underway, and we will make good use of them to increase the recovery rate,” he said.

He continued, “The collection system we are planning to build is an expanded concept of the collection system of the child support management office.” He added, “Currently, some systems from the National Health Insurance Corporation, Korea Financial Telecommunications and Clearings Corporation, and the Ministry of Land, Infrastructure and Transport are linked. If the system is built properly, financial institutions, banks, and credit institutions are connected.” “It is expected that damage assessment agencies and social security systems will be linked, and a collection system that can do this well will be established,” he added.
