Interview between Time.news Editor and Mohamed Rabie Khlie, Director General of the National Railway Office (ONCF)
Editor: Good afternoon, Mr. Khlie. Thank you for joining us today. You recently announced a major plan to develop Morocco’s railway network in collaboration with French companies. Can you elaborate on what this plan entails?
Khlie: Good afternoon, and thank you for having me. Yes, we are excited to launch this comprehensive railway development plan for the years 2024-2030. Building on the success of our high-speed train, which has transformed travel in Morocco, this plan aims to enhance connectivity across the Kingdom. It includes expanding existing lines, building new routes, and investing in technology and infrastructure.
Editor: That sounds impressive. High-speed trains have indeed revolutionized transportation in Morocco. Can you tell us why you’ve chosen to work with French companies on this particular project?
Khlie: France has a long history of expertise in railway systems and has been a valuable partner for us in the past. Their experience in high-speed rail and the management of complex railway projects aligns perfectly with our goals. By collaborating with them, we hope to leverage their technology, skills, and best practices to ensure we build a world-class railway network.
Editor: It’s clear that collaboration is key to this development. How will these improvements impact the everyday lives of Moroccans?
Khlie: The impact will be significant. A developed railway network will not only make travel more efficient and affordable but also reduce traffic congestion and carbon emissions. It will connect cities, facilitate economic growth, and promote tourism. Ultimately, we envision a transportation system that enhances accessibility for all Moroccans.
Editor: That’s a broad vision. What timelines are you looking at for the various phases of this plan?
Khlie: The plan is set to roll out in stages from 2024 to 2030. We will begin with feasibility studies and project designs in the first couple of years, followed by construction and implementation. Our goal is to have several key pieces of infrastructure operational by the end of this timeline.
Editor: And that’s not too far in the future! Are there any specific projects within this plan that you’re particularly excited about?
Khlie: Absolutely. One project that stands out is the proposed extension of the rail network to underserved regions, which will greatly improve rural connectivity. Additionally, we are looking into integrating digital technologies for real-time updates and smoother journeys. This innovation will enhance customer experience significantly.
Editor: That sounds like a transformative initiative for many communities! In terms of funding, how is this project being financed?
Khlie: We are exploring multiple avenues for funding, including public-private partnerships. Collaborating with French companies will also facilitate access to financing options from European institutions. We are committed to ensuring that this project is financially viable and sustainable in the long run.
Editor: Sustainability is critical. As you develop the railway network, how will you address environmental concerns?
Khlie: We are deeply committed to sustainability. Our plan includes incorporating eco-friendly materials and technologies in construction and operations. By promoting rail travel over road transport, we also aim to significantly reduce our carbon footprint. This aligns with Morocco’s broader environmental goals.
Editor: You’ve certainly laid out a comprehensive and ambitious plan. what message would you like to convey to the citizens of Morocco regarding this initiative?
Khlie: I want to assure the citizens of Morocco that this railway development plan is a significant step toward modernizing our transportation system. We are listening to their needs and working to provide a sustainable, efficient, and accessible network that they can be proud of. Together, we are building a brighter future for all.
