In the shadow of the Russian war of aggression in Ukraine, the number of illegal border crossings into the EU has recently risen sharply: According to figures from the border protection agency Frontex, almost 70 percent more migrants came in the first four months of the year than in the same period last year – Ukrainians, of course, not included. Despite this mixed situation, the member states are still unable to reach an agreement on the asylum package presented by the EU Commission almost two years ago.

During France’s presidency, the focus was on the war and the pandemic, and Emmanuel Macron stood for re-election in April. Shortly before the end of the six-month presidency, however, Paris apparently wants to pick up the pace again in order to be able to make at least small progress on the arduous path to a common refugee policy.
