The municipality of Pleven is starting an explanatory campaign in schools about the management of electric scooters. The aim is for the children to receive more information about the rules for the movement and management of electric vehicles, specified in the Municipal Ordinance No. 3 on public order when using road vehicles on the territory of the Pleven municipality. The beginning of the campaign was announced at today’s operational meeting of the municipal leadership by the head of the Inspectorate Department in the Municipality, Nikolay Georgiev.

“We want to explain to children where, when and how they can ride electric scooters. Our idea is, through the class teachers, to reach them and explain that not only they, as drivers of these electric scooters, can get hurt, but also injure pedestrians,” pointed out Georgiev.

On special flyers will be printed the regulatory requirements for drivers of electric scooters, where in the city they can be driven, what are the restrictions. These leaflets will be distributed in schools to reach more children between the ages of 12 and 17. If the school principals are interested, meetings with the young people will also be organized.

For several months, the specialized action against the unregulated movement of electric scooters in the central pedestrian part of the city has been taking place in Pleven, provoked by numerous signals and complaints from citizens against “flying scooters”. The initiative is a joint one between the Municipal Inspectorate and Ministry of Internal Affairs officers from the First and Second Regional Offices through common patrols. In the first days, the action had a preventive nature – with the aim of giving more publicity to where these vehicles can be driven and what the criminal consequences are for violators. During this period, more than 230 persons, mostly teenagers under the age of 17, were checked and warned, and warning signs were placed along the central pedestrian area.

The rules for individual electric vehicles /EEPS/ in the municipality of Pleven, regulated in the current Municipal Ordinance No. 3, read as follows:

  • The movement of scooters is prohibited in the City Garden, along “Vazrazhdane” Square, “Stefan Stambolov” Square, “Vasil Levski” Street – in the area from “Vazrazhdane” Square to “Svoboda” Square, the pedestrian paths in the park ” Kaylaka”, on the children’s and sports grounds;
  • Persons under the age of 14 are not allowed to drive IEPS;
  • Persons between the ages of 14 and 16 can drive IEPS only on the bicycle infrastructure, and those who have reached the age of 16 can drive IEPS only on the bicycle infrastructure and on the street network;
  • All scooter riders under the age of 18 are required to wear a safety helmet.
