The Infrastructure and Territorial Development Commission has issued a favorable opinion for the Law Creating the Directorate of Territorial Planning and Construction. This advance seeks to modernize the process for granting construction and subdivision permits, with the expectation of reducing the waiting time from approximately 350 days to only 175 days.
The proposed new entity aims to update and streamline permit management, which will benefit both investors and citizens. Among the modifications made to the opinion, the incorporation of the executive director or delegate of the Municipal Works Directorate to the board of directors of the DOT stands out, guaranteeing greater participation of the municipalities in the process.
100% of revenue generated from related services, such as land condition reporting and compliance verification, will go to DOT. In addition, 50% of the income from road inspection and subdivision permits will go to the municipalities, while the other 50% will go to the Ministry of Finance.
The president of the Legislative Assembly, Ernesto Castro, commented that the regulations will be reviewed again to make adjustments in the distribution of investor payments. “The idea is that the permit processes are expeditious and that businessmen and investors have more facilities to carry them out,” he stated.
