During this session, the groups of the parliamentary majority, made up of the National Rally of Independents (RNI), the Istiqlal party and the Authenticity and Modernity Party (PAM), expressed their support for the results of government action which “concerned all citizens, all categories combined (social situation, age, territory, etc.), respected social justice and equal opportunities, and did not invoke the difficulty of national constraints and circumstances and international organizations having imposed an exceptional mobilization of efforts”.
The parliamentary majority underlined the importance of the government’s success in managing a number of urgent challenges that were not foreseen in the commitments contained in its program, first and foremost the economic and financial repercussions of the COVID-19 pandemic. and the multiplication of crises and geopolitical tensions, the succession of years of drought, the management of the effects of the Al Haouz earthquake, in addition to “the realization of the social transition” under the enlightened leadership of His Majesty King Mohammed VI.
In this context, the majority underlined that the government has succeeded in controlling the repercussions of the COVID-19 pandemic thanks to unprecedented financial and economic measures, but also in confronting inflationary pressures linked to geostrategic tensions and in reducing their impacts on citizens, by mobilizing 64.1 billion dirhams to support the stability of consumer products, as well as the immediate application of the High Royal Instructions to support and come to the aid of people affected by the Al Haouz earthquake , through the creation of the Special Fund for managing the effects of this disaster and financial assistance measures for disaster victims, in addition to the establishment of the Grand Atlas Development Agency with a budget of 120 billion dirhams .
The majority groups, moreover, welcomed the implementation of “profound social policies” consolidating the achievements of the government at mid-term, underlining the commitment of the Executive to consolidate the pillars of the social State through the adoption of the direct social assistance project for Moroccan families, the generalization and extension of compulsory health insurance (AMO), the generalization of family allowances and the launch of direct housing assistance, noting that the government works to ensure all the conditions required in terms of sustainability, governance and good targeting within the framework of this project by mobilizing in particular the resources necessary for the sustainability of these projects as a strategic choice and not simple temporary measures.
They also welcomed the launch of the health system reform project with the adoption of a range of measures, in particular the approval of the legal arsenal governing this reform, the doubling of the sector’s budget brought to 31 billion of dirhams in 2024, the creation of 16,500 jobs in the sector in 30 months, the improvement of salaries and the creation of more than 480 health centers across the Kingdom.
For their part, the opposition groups, represented by the Socialist Union of Popular Forces (USFP), the Popular Movement (MP), the Party of Progress and Socialism (PPS) and the Justice and Development Party (PJD), retain positive aspects in the government’s assessment concerning certain issues, including the volume of public investments, the timely management of water scarcity and the finalization of the legal framework for social protection, while warning against the “gaps and dysfunctions” which marred government action at mid-term.
Opposition representatives noted that the assessment of the government’s achievements takes into account the impact on the citizen and the extent of the implementation of the government program’s commitments, drawing in particular on data from official national institutions. In this context, they questioned the fate of the government’s “promises” relating to the protection and expansion of the middle class and the inclusion in the Finance Law of important measures in this direction.
Regarding social protection projects, the parliamentary opposition estimated that the government’s success on this subject is “only an administrative success”, calling for its implementation, financing and sustainability to be ensured.
