Purchasing power: more than 700,000 beneficiaries in two months for the new “Macron bonus”

More than 700,000 employees have benefited from the new version of the “Macron bonus” since this summer, Bruno Le Maire said on Thursday morning. “What I see is that it works, so we always have an interest in perpetuating what works,” added the Minister of Economy and Finance, interviewed on France 2.

The exceptional purchasing power bonus is tax-exempt and optional for the employer. Introduced in 2019 and renewed every year since, it was renamed last August the value sharing bonus (PPV) with a tripling of its ceiling to 6,000 euros within the framework of the purchasing power law.

An extremely flexible tool

The new system is expected to apply until December 31, 2023. Designed at the start of the previous five-year period to be unique, the bonus has gained in flexibility: the PPV can be decided and paid in several instalments, up to once per quarter. This makes it an extremely flexible tool for employers, with no lasting impact on payroll, unlike a salary increase.

In total, since its creation, this bonus has affected more than 10 million employees, but the government also wishes to expand the other value-sharing mechanisms, in particular profit-sharing and participation mechanisms. The social partners met on Tuesday to set a timetable for their negotiations on the subject in the midst of a debate on the question of remuneration. They have until the end of January to make proposals to the government.

“We have an average salary increase of 4.4% […] and it continues to increase”, also welcomed the minister on Thursday, adding that it was also necessary to “keep your cool in a period of inflationary crisis”.

According to Bruno Le Maire, there is currently a drop in wholesale prices which should have repercussions “during 2023” on consumer prices and thus allow inflation to ebb. The next few weeks “will remain difficult”, he warned, affirming that the State however bore 55% of the cost of inflation against 40% for businesses and 5% for households.

He then tackled the mayor of Paris Anne Hidalgo (PS) who decided to increase the property tax by 52% and denounces since the health crisis the absence of financial support from the State to the cities. “It is the calamitous management of Paris which explains” this increase, declared Bruno Le Maire, castigating the attacks of Anne Hidalgo.

0.9% increase in base salary in the 3rd quarter

The basic monthly salary index (SMB) in the private sector increased by 0.9% in the third quarter compared to the second and rose by 3.7% year on year, according to provisional data published this Thursday morning by the ministry. work.

The SMB, measured in private companies (excluding agriculture) with 10 or more employees, represents the gross salary, ie before the deduction of social security contributions and the payment of social benefits. It does not take into account bonuses or overtime.

Developments which “must be compared to inflation”, recalls the ministry. The cost of living has indeed increased by 5.7% between the end of September 2021 and the end of September 2022.
