A clandestine alcohol outlet operating in Sainte-Eulalie, Quebec, has been shut down following a police investigation sparked by public tips. Authorities arrested a 34-year-old man from Saint-Germain-de-Grantham, identified as the operator, and an employee during the operation.
Investigation Uncovers Unlicensed Operation
The illegal establishment was located in commercial premises on Rang des Cèdres. According to the Sûreté du Québec, the location, despite being publicly promoted, was never officially registered or permitted by the Régie des alcools, des courses et des jeux (RACJ),the province’s alcohol and gaming regulator. The investigation, lasting several weeks, revealed multiple violations of provincial laws, including the Liquor Offenses Act and the Lottery and Amusement Devices Act.
Blurred Lines Between Private Party and public Bar
The owner of the premises maintains he was not running a conventional speakeasy bar, but rather hosting “private parties.” Though, observations from local residents suggest a more public operation. “It wasn’t very clear, even to us,” one citizen told Le Vingt55. “Some perceived the place as a simple private meeting place, while others saw it as too open a bar.” This ambiguity, observers noted, made it tough to distinguish between a private gathering and an unlicensed commercial establishment.
The owner, identified as Mr.Meunier, actively promoted the location on social networks, inviting people to these “private parties” through online publications and videos.
Extensive seizure of Illegal Goods
As part of the operation, police executed two search warrants, resulting in the seizure of approximately 250 liters of alcoholic beverages and two illegal video lottery machines. The seized machines were not authorized by Loto-Québec.
The owner expressed shock at the police intervention. “I had everything taken away,” he stated. “They left with all my alcohol,my slot machines. I did it as a private event… a place to take your mind off things.” He claimed the establishment was simply a place for friends to relax and enjoy a game of billiards.
Charges Pending Review
The case will now be submitted to the Director of Criminal and Penal Prosecutions for review. Authorities will analyze the evidence to determine whether charges will be filed and if additional charges are warranted. The investigation highlights the challenges authorities face in regulating establishments that attempt to operate in a legal gray area, blurring the lines between private gatherings and unlicensed commercial ventures.
