Oslo Faces Rising Crime Concerns as Police Resources Strain to Breaking Point

Oslo is grappling with a growing sense of insecurity as police struggle to respond to an increasing number of incidents, fueled by a surge in capital-city specific demands and a stagnant number of officers. According to figures obtained from the Oslo Police District and confirmed by VG, the number of priority missions the police lacked the capacity to respond to has increased by 83 percent between 2022 and 2024, representing an additional 1,864 unanswered calls for assistance.

Eirik Lae Solberg, Oslo’s City Council leader for the Conservative Party, emphasized the unsustainable pressure on the police.”But these statistics that OHF has described show that the rope has been stretched too far,” Solberg told VG. “Even a police officer cannot be in more than one place at a time.” He added that the prioritization of serious cases inevitably leads to a reduction in attention given to less critical, yet still important, crimes like burglaries and shoplifting.

Solberg pointed to the stagnation in police officer numbers alongside a dramatic increase in complex challenges, including combating organized crime, Swedish criminal networks, and preventing youth crime. “It doesn’t work,” he stated, arguing that the Oslo police are bearing the brunt of inadequate state budgeting. “The police are the losers when the state budget is now adopted. We need the goverment to understand the seriousness of the situation and start prioritizing the police in Oslo going forward.”

Eroding Public Trust and Reporting Rates

The strain on police resources is not only impacting response times but also eroding public trust. Oslo Police Chief Ida Melbo Øystese recently revealed that the police were unable to respond to 1,400 missions in 2024 due to capacity limitations. “This means that more residents who make contact about house burglaries and shoplifting are told that the police do not have the opportunity to send a patrol,” Øystese stated, according to Aftenposten. “I fear that this could affect citizens’ trust in the police.”

The decline in solved shoplifting cases – down 27 percentage points nationally between 2014 and 2024, according to Statistics Norway data obtained by OHF – further illustrates the problem. “Many people don’t bother reporting because they know there will be no consequences,” Lea explained.

Government Response and Future measures

Minister of Justice and Emergency Preparedness astri Aas-hansen (Ap) acknowledged the situation, stating that the government recognizes the need to prioritize the police in its budget allocations. She highlighted a 31 percent increase in the police budget as 2021 and a staffing boost of over 850 positions.

Aas-Hansen also pointed to upcoming legislative measures, including stricter penalties for carrying weapons in public, a specific penalty for involving minors in crime, and increased asset confiscation from criminals.Though, she emphasized the importance of allowing the police to prioritize effectively, rather than imposing restrictive staffing targets.

The government’s approach centers on providing increased funding and legislative tools while trusting the police to make informed operational decisions.
