The CEAV-Coahuila, a national model in favor of victims

In 2014, the Victims Law for the State of Coahuila that created the Commission in charge of guaranteeing the rights of victims of a crime or a violation of their human rights.

This law was the result of a social movement. After experiencing widespread, structural and unjust violence that was unleashed by organized crime in recent decades, the Mexican State was complicit with the state of insecurity and incompetent to guarantee the life and integrity of the people.

Our daughters and sons, our loved ones were arbitrarily disappeared, without the State having ensured to date the effective search, the truth, non-impunity and without guaranteeing us non-repetition. We continue in the fight because the vast majority of victims have not been guaranteed justice.

After the experience of more than 10 years of fighting for our rights, we victims have witnessed the malfunctioning of institutions federal, state and municipal, responsible for protecting human dignity, peace and security

There is a permanent social claim: The institutions do not have sensitive personnel trained in human rights to protect our rights. Ignorance, lack of empathy and arrogance are inherent characteristics of the majority of public servants that we have to face to defend our rights. The State is responsible for this: incompetent, inexperienced and even corrupt people are usually appointed.

Coahuila, however, has been an exception in the institutions in charge of searching for and caring for victims. Families have been concerned about creating and caring for institutions with suitable personnel. It is true that there is still a lot of progress to be made, but unlike at the federal level and other federal entities, in Coahuila a public policy has been developed that has created laws, institutions, mechanisms, programs and professional people who have been recognized as a national and international on the matter.

As victims we have the right to evaluate the institutions that, by law, are established to ensure our rights. But above all We have the right to question the leaders who are appointed to lead these institutions, but also to participate in their election.

After 10 years of creation of the CEAV-Coahuilathe victims are aware and recognize that, unlike other states and the federation itself, we have a professional team in public service that gives support, solidarity, respect and dignified treatment to our requests and situations of vulnerability.

There are public actions and policies in recent years that, specifically, try to generate better conditions and guarantees of respect for the rights of victims.

To achieve this good result, there are people who are key to achieving it. Little onesas we all tell her (with that affection earned by years of sensitive and dignified attention), She is a prepared, sensitive and professional woman. who for more than 10 years has worked on the institutional construction and consolidation of the CEAV-Coahuila.

Maleni, without a doubt, was key to having this institution today. and with the best professional standards of its staff, the vast majority of whom are certified with postgraduate studies and work programs that are unique in the country, but who are also sensitive, respectful and close to the victims.

During this week, Maleni informed us that she concluded her period for which she was appointed by the State Congress and, although he has the right to be re-elected and surely many families would support his proposal for the State Executive to support his continuity, He has shared with us that, by personal decision, he prefers not to run for another period.to also facilitate a process that finds new leadership that, with new ideas and projects, comes to renew that institution.

This decision demonstrates the ethics, principles and values ​​of Maleni who, from our perspective as victims, is not a person who is interested in remaining in public office, but rather, as she told us in a letter concluding her assignment, interested in the advancement of the institution and the care of the victims, that is why It is healthy that, in accordance with the law, there is new ownership to ensure new projects and ideas that come to improve the protection of our human rights.

Therefore, just as we always complain to the State about its bad officials who have carried out bad actions, we are also responsible for recognizing the good work of the people who are responsible for protecting our rights.

Maleni is a valuable woman who deserves this recognition for her honesty in the proper and transparent management of resourcesfor their sensitivity and empathy to meet our demands and, above all, for their great professionalism to resolve with intelligence, prudence, negotiation skills and humility to accept and encourage the participation of victims in the different serious problems that he was responsible for addressing during his official assignment.

As mothers of missing sons and daughters, We wish Maleni much success in his new personal and professional projects.. We know that we always count on your support to continue our fight from wherever you are.
