The CEPYME Delinquency Observatory meets with the Ministry of Economic Affairs to analyze the implementation of electronic invoicing

The CEPYME Delinquency Observatory has met with officials from the Ministry of Economic Affairs and Digital Transformation, who have presented the details on the implementation of the electronic invoice.

The General Director of Economic Policy, Elena Aparici, has transferred to the SME business organizations that make up the Observatory details on the lines of regulatory development of the block related to electronic invoicing included in the Create and Grow Law.

The organizations integrated in the CEPYME Observatory have been able to convey to the ministry concerns in relation to the implementation of the electronic invoice, such as those related to data protection or the adaptation period that SMEs will have to go through, among others. . The president of the CEPYME Delinquency Observatory, Luis Collado, has celebrated the dedication and willingness of the ministry to break down the aspects in which SMEs can be facilitated in adapting to electronic payment.

The CEPYME Delinquency Observatory considers that, for the electronic invoice to be considered a positive instrument in order to facilitate control and compliance with payment terms, it is essential to carefully design its implementation and information systems, as well as as aid measures to achieve a simple operation in companies and freelancers. However, business representatives have stated that there are weaknesses that the upcoming implementation of electronic invoicing will not solve on its own, such as the unequal bargaining power of companies according to their size or delinquency in the public sector.

Since 2021, the date of the constitution of the working group led by Luis Collado, CEPYME has intensified its dialogue with Brussels regarding a problem, such as late payment, which weighs down Spanish companies. The Observatory has discussed with the ministry aspects of the revision of Directive 2011/7/UE on the Fight against Late Payment.

In this sense, with a view to the revision of the Directive, CEPYME demands that the processing of the new European standard on late payment be expedited, as well as that a maximum payment period be defined by companies and public administrations. However, for the Confederation of small and medium-sized enterprises, it is essential that issues such as how to account for delinquency and its start period are specified in order to standardize the criteria and provide more certainty.

Despite the fact that the call for general elections for next July 23 may put a brake on the priorities established for the Spanish Presidency of the European Council, from CEPYME it is considered a priority to speed up the process and try to complete it before the Parliament elections European.

On the other hand, CEPYME believes that it is necessary to settle the delinquency of the Public Administrations and prevent that aid to sectors most in need, such as facilities for the gas-intensive industry, translate directly or indirectly into increases in delinquency.
