The Member States are responsible for the efficient use of European Union funds, and it is not up to the European Commission to comment or evaluate it in any way. The representation of the European Commission in Slovakia responded to the low level of use of European funds in Slovakia in the program period 2014 to 2020 and to the reality of using the remaining almost one-third of EU resources by the end of this year.

The principle of shared management

“Eurofunds operate on the principle of shared management between the European Commission and the member states. The member states are responsible for how they handle the funds of the European Union, as they know their needs best,” said Ingrid Ludviková, head of the press team of the Representation of the European Commission in Slovakia. “The European Commission ensures that the funds are used correctly, in accordance with the relevant EU legislation and the priorities set together with the member state at the beginning of the program period,” she added.

Slovakia has been a member of the EU for nineteen years, since May 1, 2004. “Until 2020, it received almost 30 billion euros. It is among the so-called net recipients of funds from the EU. This means that he receives significantly more money than he puts into the common European fund,” Ludviková informed. Thanks to this, hundreds of projects in regional development, transport, education, science and research, healthcare and environmental protection have been supported over the past years.

Use of European funds

Slovakia used approximately EUR 11.3 billion from EU resources between 2014 and 2020 as of March 31 of this year in all eleven programs, i.e. over 67 percent of the total current allocation of almost EUR 16.8 billion. Without the Rural Development Program, the drawdown reached almost 10 billion euros with a share of less than 69 percent of the 14.5 billion euros. At the end of March, contracted EU funds totaled almost 16.4 billion euros, roughly 98 percent of the total allocated amount. By the end of this year, 4.53 billion euros, or 31 percent of the allocation, remained to be used from the EU’s finances, excluding the Rural Development Program. Due to the extension of the program period in this case until December 31, 2022, the rural development program can be implemented until 2025. Until then, 959 million euros, i.e. 42 percent of the allocation, must be used.

From the new European fund period of 2021 to 2027, Slovakia can receive almost 13 billion euros, and in addition, another six billion euros from the recovery and resilience plan. In the first whole programmatic period during its membership in the EU, for the years 2007 to 2013 Slovakia spent almost 10.9 billion euros from European funds and ranked first among EU countries 15th place in the success rate of pumping.
