Presented by the Minister of Transport and Logistics, Mohamed Abdeljalil, draft decree No. 2.23.681 relating to the design, production, maintenance and airworthiness of aircraft, intervenes in application of certain provisions of first article of Law No. 40.13 relating to the Convention on International Civil Aviation, while many of its provisions have been referred to regulatory texts in order to determine the technical standards and conditions of accreditation of persons practicing in the areas of design, production, maintenance of aircraft and management of their suitability for navigation, indicated the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, during a press briefing in the outcome of the Council.
This legislative text is also part of the alignment of national legislation with the provisions of the Convention on International Civil Aviation signed in Chicago on December 7, 1944, and Dahir No. 1-57-172 by publishing it, Annex No. 8 of which specifies the technical standards and modalities to be respected in order to guarantee the airworthiness of aircraft, in the design, production or maintenance phases, he added.
Also, this draft decree aims to determine the technical standards which must be respected by people wishing to obtain accreditation granted by the government authority in charge of civil aviation to carry out the design, production and maintenance processes of aircraft in Morocco.
It also determines the conditions of approval of natural and legal persons in order to carry out the process of maintaining the airworthiness of aircraft, one of the activities contributing to ensuring the safety of air navigation, in addition to setting the terms of implementation by the government authority in charge of civil aviation of surveillance operations.
