It is also part of the compliance of the said decree with the provisions of Law No. 01-00 on the organization of higher education, specified Mr. Baitas.
This text also comes in line with the provisions of Decree 2.24.140 relating to the special status of civil servants of the Ministry of National Education, in particular those relating to the conditions required for assignment to positions of guidance and educational planning executives. , through fundamental training in the different cycles within the orientation and educational planning centers, added the minister.
The said draft decree is also part of the participatory approach adopted for the implementation of all the reform projects of the education and training system, as well as the strengthening of confidence in public schools in accordance with the two agreements of December 10 and 26, 2023, signed with the most representative unions, continued the minister.
In addition, this text essentially aims at a global revision of decree 2.85.723 establishing the educational orientation and planning center, stipulating that this center is considered as a training establishment for senior executives organized in a national network whose composition, roles and operating methods are determined by a decision of the government authority responsible for national education.
It also concerns the definition of the missions devolved to the Center, particularly in the areas of fundamental training, continuing training, special training for the benefit of certain categories of executives and civil servants, as well as in the field of research. theoretical and applied scientist.
The text also includes the provisions relating to the organization and management of the Center, providing for the creation of a council for the center, the determination of its composition, the terms of appointment of its members and its prerogatives.
