The emergence of personal mobility vehicles such as electric scooters in our cities has brought with it the need for a form of control over them. It is estimated that in Spain there are more than one million VMPs circulating on the roads; So that they do not become a danger to other road users, it is necessary to ensure that they meet certain safety criteria.
Therefore, during its Sectoral Congress, AECA-ITV has presented its inspection proposal for the VMPs in order to ensure correct operation during their useful life, avoiding the accidents that some cause and their interrelation with other means of public transport.
For two days, the main representatives of the sector, as well as members of the State, Autonomous and Local Administration, the Congress of Deputies, the State Prosecutor’s Office, DGT and Local Police have analyzed the main challenges of the Technical Vehicle Inspection.
The development of new safety and connectivity systems in vehicles, the role of the ITV in the emergence of new forms of mobility such as the electric car and personal mobility vehicles (VMP), as well as the high number of vehicles that continue to circulate on Spanish roads without having the ITV in force, were some of the topics addressed at the meeting.
Absenteeism in the ITV, a danger for road safety
The high absenteeism in the ITV that continues to be maintained in our country, currently reaching 36.4%, was also the subject of debate in a round table in which Juan José Matarí, former president of the Commission on Road Safety of the Congress of Deputies; Luis del Río Montesdeoca, Coordinating Prosecutor for Road Safety of the State Attorney General’s Office; Coral Sevillano, Area Head of the General Subdirectorate of Mobility Management and Technology of the DGT; Teófilo de Luis, president of the Alliance for Road Safety Association and Pascual Martínez Cuesta, president of UNIJEPOL.

Among the proposals to reduce the number of vehicles circulating on Spanish roads without the ITV in force, the need to use ZBE cameras to control vehicles with expired ITV, require the validity of the ITV for hiring, has been stressed. , renewal or subrogation of vehicle insurance policies, as well as further promoting road safety courses and awareness campaigns about the importance of the ITV for road safety and environmental protection.
Another aspect that has occupied part of the Congress has been the digitalization of technical inspection stations. Coral Sevillano, Area Head of the General Subdirectorate of Mobility and Technology Management of the General Directorate of Traffic, has reported on the DGT’s upcoming actions in this regard, such as the digitization of ITV type A cards as well as the improvement of the communication of Vehicle Registry data from the DGT to the ITV stations.
In this way, the association that represents the majority of the ITV stations in the country has concluded this meeting whose main function is to highlight the main concerns of the ITV sector, as well as highlight the work carried out by the Technical Inspection of Vehicles to save lives.
