The land registry reform will attribute market values ​​to properties, but not for tax purposes

Time.news – The new data on properties will have to be available from January 1, 2026 and in any case “not” will be used to determine the tax base of the taxes “whose application is based on cadastral records”. This is what we read in the draft of the delegation on tax reform approved by the Council of Ministers.

In the draft, we read Article 7 which points to a “modernization of property mapping tools and land registry review “. Among the planned interventions, “a modification of the regulations relating to the cadastral survey system in order to modernize the tools for identifying and controlling the consistency of land and buildings”.

In summary, for each real estate unit, in addition to the cadastral income as it happens now, it will be necessary also attribute “the relative asset value and a discounted annuity on the basis, where possible, of the normal values ​​expressed by the market”.

In this sense, they will also be foreseen mechanisms of “periodic adjustment” in relation to changes in the conditions of the real estate market.

More generally, the draft indicates the need for identify “tools, to be made available to municipalities and the Revenue Agency, to facilitate and accelerate the identification and, possibly, the correct classification of the following cases:

  • properties currently not registered or that do not respect the actual consistency, the relative intended use or the assigned cadastral category;
  • building land registered as agricultural; illegal properties, identifying for this purpose specific incentives and forms of transparency and enhancement of the assessment activities carried out by the municipalities in this area;
  • provide organizational tools and modules that facilitate the sharing of data and documents, electronically, between the Revenue Agency and the competent municipal offices as well as their consistency for the purposes of the registration of real estate units.
