Discussed over the past year, a bill on turnover fines for companies for leakage of personal data (PD) of users has caused controversy among its developers. The Ministry of Digital Development and the Committee on Information Policy of the State Duma continue to discuss at least two mechanisms for the operation of the bill – with cash payments to the victims and without any compensation. This was told to Vedomosti by five interlocutors who are familiar with the discussion of the document or participated in its development. In this regard, the draft law, which was planned to be submitted to the State Duma in the spring, will not be approved until the autumn session.

Over the past few weeks, the draft law has been finalized by a working group, which included representatives of the Ministry of Digital Development, the State Duma and the Federation Council, says a source in the profile association. This information was confirmed by two interlocutors in the upper house of parliament. According to one of them, there is no final version of the bill approved by all participants at the moment.
