On September 24, Finance Minister Anton Siluanov held a meeting on the accumulative component of compulsory pension insurance, sources in the pension market and in the government told Kommersant. At the meeting, the Ministry of Finance supported the idea of transforming the “frozen” funded component into a voluntary standardized scheme (NGO).
In addition, with regard to NGOs, the introduction of a system of guaranteeing the rights of participants in voluntary programs was supported. The department also supported the refusal to take into account when determining the tax base for collecting personal income tax from pensions under agreements concluded in favor of family members.
