The prosecution asked for seven years to an officer for beating a conscript who died as a result

During a meeting at the Voronezh Garrison Military Court, the state prosecution requested seven years in a general regime colony for Captain Dmitry Prokhorov, the former head of the clothing service of a motorized rifle regiment in Boguchar, Voronezh Region. He is accused of exceeding official powers with the use of violence and causing grave consequences (paragraphs “a”, paragraph “c” of part 3 of article 286 of the Criminal Code of the Russian Federation, up to ten years in prison), Kommersant was told in court. It was also proposed that the dismissed officer be deprived of his military rank and banned for two years from holding positions in the civil service related to the functions of a representative of power.

On February 10, 2019, at the Pogonovo training ground near Voronezh, Private Stepan Tsymbal was found dead in a dishwashing tent. He was found sitting on the floor, the conscript’s hands were tied with tape, and there was a bag on his head, also taped to his neck with adhesive tape. A few hours earlier, as the investigation established, Captain Prokhorov discovered the loss of two boxes of Neft vodka from his car and began searching for it.

The officer entered the tent where, according to the schedule, Private Tsymbal slept, struck him at least four blows and demanded that the boxes be returned by evening. A frightened private, who had nothing to do with the loss of alcohol, offered Captain Prokhorov money, but he refused. During interrogation, witnesses stated that Stepan Tsymbal was very frightened and began to stutter.

The military investigation department of the ICR opened a murder case, but then the investigation rejected this version, as well as the assumptions of incitement to suicide or causing grievous bodily harm.
