Since his arrival in Matignon, Michel Barnier has continued to send signals to workers’ organizations. It shows the desire to change the method in relations with the unions, to break with seven years of Macronism which have mistreated the intermediary bodies. This new way of doing things, however, does not seem to concern public service. At least that’s what the agents’ representatives think.

The new Minister of Public Service, Simplification and Transformation of Public Action, Guillaume Kasbarian, received them all, between Monday 30 September and Monday 7 October. All unions report a cordial first meeting and a minister who listens. They were therefore even more surprised to discover the fate that Michel Barnier reserved for public administration.

On October 3, in the program “L’Evénement” on France 2, the Prime Minister once again proposed an antiphon that has somewhat disappeared in recent years: the reduction of jobs. “We probably won’t replace all public employees when they are not in direct contact with citizens, all public employees who retire”the head of government reported, also citing mergers. While the executive aims to save 40 billion euros by 2025, budget cuts should therefore not spare the public service.

Matignon’s tenant, however, qualified his observations, in Sunday at the Tribune from October 6th. “We don’t want a planer”he underlined, believing that a “part” of “efforts” requested from central administrations and operators “they could be redistributed internally, as happens in companies”. The executive also suggested that, of the 5.7 million public employees in France, it will be the 2.5 million civil servants who will be mainly affected by job cuts. The details are not yet known and will be specified in the finance law for 2025, which is due to be presented on Thursday.

“Twenty years ago”

On October 4, Guillaume Kasbarian assured, on BFM-TV, that he «souten[ait] the Prime Minister’s aim to do more with less”. While he refused to say how many positions would be eliminated, saying he didn’t want to “prevention” discussions on the budget, he specifies, however, that he “it is possible that in support functions, in a certain number of functions that are not in direct contact with the citizen or the user, certain retirements are not necessarily replaced”.
