Brussels (Belgium).- During the 2010s when they were threatened by the sovereign debt crisis, informal meetings were often preceded by European summits. An hour before the start of the summit, the leaders of France and Germany – Nicolas Sarkozy and François Hollande then, with Angela Merkel – met in a working room on one of the floors of the Council, to agree on some key points against the stream. For Paris and Berlin, it was a way, often authoritarian, to lock down the most sensitive debates for the rest of the day.
