At that time the ruling BJP alliance had a majority strength only in the Lok Sabha. There is no majority in Rajya Sabha.

If the resolution was passed in the Lok Sabha first, there was a possibility that the opposition parties would rise up and block the resolution in the Rajya Sabha.
