The Security Council welcomes the central agreement and the return of oil, and calls for the preparation of a unified budget

Members of the Security Council welcomed the agreement reached between the Libyan parties regarding the Central Bank of Libya and its approval by the House of Representatives and the Supreme Council of State.

In a press statement regarding Libya, yesterday, Wednesday, the members of the Council called on all Libyan parties to implement the agreement fully and quickly, including appointing a board of directors for the Central Bank.

The members called on the relevant institutions to take the necessary steps to complete the financial arrangements and prepare a unified budget to ensure the stability of the Libyan financial system and the interest of all Libyans, within the framework of full respect for the Libyan Political Agreement and the roadmap of the Libyan Political Dialogue Forum, according to the statement.

Members of the Security Council also expressed their concern about the impact of the crisis on Libyan citizens and on the financial and economic situation of Libya, stressing the need to unify state institutions.

The members urged all Libyan parties to participate and cooperate constructively to address the outstanding issues through a comprehensive and purposeful dialogue that paves the way for the unification of all institutions, according to the statement.

The members of the Security Council also called for greater commitment to a comprehensive political process under Libyan leadership and ownership, leading to the holding of free, fair, transparent and comprehensive presidential and parliamentary elections throughout Libya as soon as possible.

The members of the Security Council renewed their call on Libyan actors and institutions to refrain from any unilateral measures that would increase tensions, undermine confidence, and reinforce institutional divisions and disagreements among Libyans, according to the statement.

The statement also welcomed the resumption of oil production, stressing the need to depoliticize Libyan oil resources and ensure their use for the prosperity and well-being of the Libyan people.

The members of the Security Council praised the efforts of the United Nations Support Mission in Libya for its constructive role in facilitating the agreement, encouraging continued support for its implementation, and stressing the need for the Secretary-General to appoint a new Special Representative of the Secretary-General for Libya as soon as possible.

The members of the Security Council expressed their readiness to support further efforts aimed at strengthening the political process and promoting peace, security, development and human rights in Libya, stressing their commitment to Libya’s sovereignty, independence, territorial integrity and national unity, according to the text of the statement.
